2025 Legislation

AB 357

Creates a streamlined pathway for student housing projects to receive approval from the California Coastal Commission and removes parking minimums for universities and colleges in the Coastal Zone.

AB 648

Exempts community college faculty, staff, and student housing projects from local zoning. 

Status: Signed into Law

AB 893

Expands AB 2011 (Wicks-2022) to campus development zones, streamlining the development of mixed-use, mixed-income housing projects near UCs, CSUs, and CCCs. 

Status: Signed into Law

SB 685

Creates a pilot program to offer last-dollar financial assistance to formerly homeless CSU students. 

Status: Held in Assembly Appropriations 

2024 Legislation

AB 2801

Requires landlords to justify deductions to a security deposit with an itemized list of the repair costs associated with damages to the unit and for leases starting July 1st, 2026 and later landlords must provide photo evidence to support the need for deductions to a security deposit.

AB 3116

Strengthens the student housing density bonus by increasing the height and density allowances and expanding the number of incentives and concessions for projects including affordable student units.

SB 312

Cleans up SB 886, a bill that exempted qualifying student housing projects from CEQA.

2023 Legislation

AB 1630

Streamlines the construction of mixed-income, medium density multi-family housing on all parcels within 1000 foot radius of a university campus.
